Would you define quality?
It depends on what you are looking for, there has always been a divided opinion regarding the equipment needed to achieve good photographs, and the term quality is also a very debatable term.
It depends on what you are looking for, if you need a large format print, you will never get it with an ordinary camera, not even with an ordinary slr, if all you need is a clear image, there are a lot of cameras that can do that, even phone cameras.
So, tell us what you are trying to achieve and you can also take a look at image sites, some of them will filter photos by camera, there you can see what has been achieved with them and get a clearer idea.

A camera is only as good as the photographer holding it, and the best DSLR in the world will not make you a great photographer.
I have also often seen photographers who have a good eye, take great images with very simple cameras.
That being said, you will always be limited by your equipment, and if you really want to create the best possible images, you need the best possible camera.
You can of course learn photography with a fairly cheap camera, and just about any camera will do if the pictures are only for you to look at at home.
So, I guess my answer is this: if you are starting off, and just want to try to take some nice pictures, then any camera will do, but once you are hooked on photography, and will want to take your hobby seriously, or even tearn professional, you will want the best equipment you can get.
