I've found a surreal looking picture, and was wondering if anyone can tell me how it was done?

HDR, I think

This looks a lot like HDR,or High Dynamic Range photography, where the photographer takes two or three pictures with different exposure values, so that a wider range of tones are recorded. The images are then combined in a program like photoshop.

It looks nice, doesn't it?

We are currently planning a feature on HDR, so watch this space.
